How do I get permission to plant flowers in neglected city planter boxes?

There are a dozen planter boxes on a corner in my neighborhood that have nothing in them but dry dirt.
The planters belong to the city of Los Angeles, CA.
How can I get permission to plant flowers in them?
I could go on a what is called a “gorrilla gardening,” campaign, but watering these planters is problematic, and there is already a sprinkler system at the site, but it is locked.
Please advise.

Call the city office and they will get you in touch with the right person. It’s great that you would make the city a better place.
